Stella Donovan is a reporter, sent out by her newspaper to cover a society circus being given by millionaire Frederick Cavendish. The circus is exclusive and reporters are not allowed, but Stella cleverly contrives to assume the role of one of the lady performers; she even carries out the wire-walking act of the performer she is impersonating. While engaged In filling this role Stella overhears a plot against Frederick Cavendish, who has just made a will disinheriting his nephew, John Cavendish. John and tricky lawyer Enright are in on the plot, assisted by actress Celeste La Rue. Their plan is to do away with Cavendish and destroy the will so that John can inherit the property.

Hector MacKnight, known to the townspeople as "Goofy" and an irritatingly terrible fiddler, is innocently drawn into a rigged poker game. A general fight brings the sheriff, and a chase ensues. Before the confusion is ended and Hector cleared, he meets Ruth Randolph and becomes involved in a circus while trying to recover the other half of her treasure map.

Vincent Barton, the son of the vice-president of a railroad company, takes a job as the depot agent at Bynes. He fires one of Tony Sharkey's henchmen, scheming against the railroad, and, as a result, a fight takes place and a switching order is overlooked which nearly results in a major wreck. Realizing the situation at Hynes, Helen Barton, Vincent's sister, dashes to Hynes in her roadster and puts together a severed telegraph wire to put the station back in communications with headquarters. Pinto Peters and his pal Chuckwalla Bill ride into town just as the editor of the local newspaper is being urged to leave by a gang of thugs led by Joe Reedly. The pair give the editor $100 and get a bill of sale for the newspaper, only to find out later that Reedly holds a mortgage of $200 against it. This they pay off and start a campaign to clean up the town. They meet with considerable opposition until they enlist the services of Judge Fay.

Concern for her father, who is being slowly ruined by cattle rustling, prompts Mary Benson to do some investigating in a distant cattle town, where she briefly encounters drifters Oklahoma Adams and Sneezer Clark. They follow her back to Arizona, go to work on the Benson ranch, and discover the ranch foreman to be responsible for the rustling and the robbery of a rodeo box office.

A Cattlemen´s Association hires a detective (Bob Custer) to look into a series of cattle rustlings. To dismantle the plot, an undercover agent will be infiltrating the gang as a bandit.

A ranchman sets fire to his trousers with a cigarette. In the morning the hotel attendant furnishes him with a pair borrowed from a cattle rustler. A note in one of the pockets gets the hero into trouble, but he clears himself and wins the girl of his choice.

Unable to legally capture and sell a herd of protected wild horses, corrupt rancher Rance Macgowan uses his trained killer horse, Volcano, to substitute for the real leader of the herd and cause havoc and death among the ranches. With the government about to drop the restrictions on rounding up the herd, the Three Mesquiteers find themselves in the middle of the controversy after their friend, Sheriff Miller is killed by Volcano.

John Mason returns to the Sally Ann mine to claim his half share. Janet Cater also returns although her father lost his half share to Joe Ryan. Ryan and his gang are also there to get the gold. A mysterious Phantom is also present. Mason's plan to expose Ryan as an outlaw and to force him to turn his share to Janet works. But when distracted by the Phantom, John is made a prisoner by the gang.
