Public authorities seize upon the disaster to advance the sanitation-driven project of a new capital, merging Rio de Janeiro and Brasília via a high-speed train that traverses the area devastated by the catastrophe. Many years after the tragedy of Poços, a woman stumbles upon a photographer's archive from the era of the Novacap project; through them, the effects of the merger and forced removals on people, physical spaces, and memory are investigated.
