Each episode began with a tracking shot through an unspecified crime museum, stopping at one of the displays, whose story was then told. Each episode was between 60 and 75 minutes long and featured different actors as the criminal commissioner. The best known was Erik Ode, who in 1969 moved to Der Kommissar, appearing in 97 episodes. The theme music of the series was written by German composer Martin Böttcher, who also composed the complete scores for five episodes.

Magdalena's dark drama spans a period of six weeks. In Berghofen, a village near Dachau, live the honorable, respected small farmers Thomas Mayr, known as Paulimann, and his wife Mariann. They have been married for 37 years ("Und hat mi'koan Tag net g'reut"), but now the woman is wasting away. This is not least due to their daughter Magdalena, who moved to the big city to work as a seamstress, where she went astray and got into trouble with the law. She is now brought home in disgrace, to the jeers of the villagers. Nevertheless, on his deathbed, he promises his wife that he will not chase Leni out of the house.

The children Sonja and Helmut Schmitt have lost their parents in a car accident. At first, their grandmother takes over the supervision and care of the two. When she no longer can take care of that due to her health, mayor and brewery operator Gassner provides them a new home. By doing this, he secures respect and approval in the village. What really happened isn’t suspected by anyone: The egocentric Gassner let his underage daughter drive his deregistered, medium-green old Mercedes. During that ride without a license, she caused the accident and forced her father to do an outwardly “good deed”. Because, if the truth came to light, Gassner would have to fear a defeat in the upcoming mayoral elections and damage to his reputation.

It is a sequel series to 1980s TV series Meister Eder und sein Pumuckl and the cinematric movie Pumuckl und der blaue Klabauter. Due to his dead in 1993 actor Gustl Bayrhammer could not reprise his role of Meister Eder. Instead of recasting the character the producers decided to feature characters which had been new introduced in the cinematric movie, making the movie sort of a pilot to this series, bridging the gab between the events of first series and this one.
