An American lawyer on vacation in Europe is asked by a book publisher to stop by the Austrian town of Salzburg to see a photographer who's taking pictures for a book on picturesque Austrian lakes. Upon his arrival he senses that something is wrong when the photographer seems to have vanished, leaving a near panic-stricken wife and a sinister, secretive brother. Before he knows it, the lawyer finds himself mixed up with spies, assassins, and the hunt for a list made up by the Nazis during World War II of people who collaborated with them.

Goalkeeper Josef Bloch is sent off after committing a foul during an away game. This causes him to lose his bearings, and he wanders aimlessly through the city streets and spends the night with the box-office attendant of a movie theatre.

Another Russian named Peter also works at the wharf, causing a comical case of mistaken identities. Emissaries sent from France and England have difficulty locating the man they are looking for, and the lovely Marie is courted by both Peters. Alfred's friend Ernst Kissling recommends that he show his uncle the Schöller Guesthouse, whose guests are quite eccentric. Landowner Klapproth, who truly believes the guests to be lunatics, is thoroughly amused.
