A young Italian worker is always having problems with his coworkers because he doesn't understand their language. His only friend is a dog that came up to him. After his coworkers kick the dog, he becomes angry and beats up the bully. He is then summoned to his boss, who wants to fire him. Standing beside him, however, is a man who wants to take him to Austria to work. There, he meets a beautiful woman and falls in love with her, but he isn't the only one. Someone else has a crush on the woman, and so a conflict erupts that escalates to a head-on.

In his inebriated state, Puntila not only gets amorously involved with three different ladies but also suggests that his daughter Eva marries his chauffeur Matti. Agostino announces an incredible invention: a device that allows one to jump into any TV show. He's promptly declared insane and ends up in an institution. Giorgio, however, who is convinced by Agostino's abilities, rescues him, and the two begin to use the invention as a marketing strategy: The cake, which comes from Giorgio's aunts' oven and hasn't sold well up to this point, is now being advertised across television.

The meticulous court councilor Geiger suddenly realizes: 18-year-old Mariandl, who is applying to study music with him, is his own daughter. Set within a Viennese apartment block, this affectionate Austrian comedy makes fun of the strange habits of the famed city's residents. The building is located in a middle-class area and has residents from many age groups and walks of life. Many of the tenants are much older, but there are also a few children about. In one apartment lives a large group of Polish construction workers, while a Yugoslavian woman and her huge family attempt to survive in their tiny flat. The episodic story of the lives of these and other tenants is framed by a visit from a civil servant from the Office of Statistics.
