The film chronicles the exploits of the title character, Charlie, played by Raymond J. Barry (Training Day) a career criminal intent on scoring one last big pay day. When his "perfect crime" goes bad, Charlie flees to Los Angeles to hide out with his estranged son, Danny, played by Michael Weatherly. What ensues reveals the true nature of some of the most unsavory of characters.

In the year 20XX, mysterious meteors bombard the Earth and usher in an age of horrific beasts known as 'ANOROC', hunting and killing humans for their life force. The Earth has one last defender against them; her name is 'LION-GIRL'.

Following a surprise visit from a lover at work, a thief steals Fiona's purse. Chasing him through skid row, she encounters a series of bizarre people and places that force her to confront some dark truths about herself.
