A tale of two best friends in the WWII era Japan. Takao is a young man enthusiastic about joining the navy to fight for his country. He convinces his best friend Shinji to join him. As it turns out, however, Takao's poor health prevents him from entering the navy while his friend is chosen instead. As time goes by, Takao becomes a painter and changes his mind about the meaningfulness of war and fighting, while his friend goes the opposite path. Meanwhile Takao's sister falls in love with Shinji.

A burnt corpse of a man was found in Okutama. As a result of the investigation, it turns out that the criminal strangled the victim with a bandage, smashed his face with an oil canister and burned the body, trying to hide the identity of the victim. But the investigation establishes that the victim is a former criminal named Hisashi Sayama. According to Sayama's daughter-in-law, a man named Kitamura got him a job, so he left home with a copy of the family register. Trying to find the killer, the First Investigation Department is investigating all over the country, including Akita, Yokkaichi and Okinawa.

Fresh out of jail, a smart-mouth wise guy Goro takes the name “Big Brother Katsumata.” Not fitting in well with established gangs, he forms a rag-tag gang called “the Shinjuku Brothers.” The members of their gang are thugs who only wish they were traditional yakuza. When they turn up at the funeral for a gangster, they are not welcomed, but a senior boss intervenes to keep things calm. The boss of bosses invites them to join a respected local council of warlords. Katsumata is suspicious of why such powerful men would extend an invitation to lowlife like himself.
