A tremendous congestion hits the Rome highway ring. The biggest traffic jam ever seen lasts more than 36 hours. At the beginning the people blocked in their cars react normally. But as more time passes, the more we witness personal dramas, hysteric reactions and other grotesque situations. All the episodes are linked as if in a single plot. Cars and their hosts are a microcosm of stories part of a larger universe: the congestion.

Thomas, the son of a prison warden, falls for Martin, one of the prison inmates. After Martin is released, they try to build a relationship and a life together but, no one will leave them alone.

After the forcible transfer to his Bavarian home village, an ex-criminal cop investigates the death of a school principal who he thinks had lots to hide.

Wolle has lost his apprenticeship. Out of shame, he hides it from his parents and his girlfriend, who leaves him as a result. He starts drinking and joins a group of unemployed young people who are mainly interested in motorcycles and are in constant danger of going off the rails. The Benedictine brother Lukas wants to get the young people off the streets and sets up a youth club with them. But when they are suspected of having committed a theft, the club is closed down. The young people occupy it. The police want to storm it. Wolle goes up to the roof and threatens to jump down.

A juvenile offender is handed over to authorities at age 13 and placed in an institution in this somber social drama. Martin is a petty thief who enjoys stealing and looks up to his older brother. When he is informed that his brother has died, Martin runs away from the reform school. He passes through various institutions and is labeled as incorrigible because of his refusal to comply with the rules of society. A dedicated child psychologist tries to save Martin when he entertains thoughts of suicide.
