Following the death of Agent Douglas, Chief Girdeaux calls Steve back for a new mission: to investigate Miguel Vargas in Caragua's Beach. Steve goes undercover and discovers that Miguel works for the dangerous tycoon Nicolai Popovski.

After being fired from the Police Department, Steve Cicco is invited to join a special operations organization known as CIE, to be the lead agent in a special counterterrorism operation, with the mission of hunting down and arresting a dangerous man named Pepeu Ali Guere, who possesses a mysterious briefcase with unknown contents.
