The film is based on the events of Rasim (Rasim Jafarov), a literature teacher who came to Baku from the village to become a movie director. There he meets Leyla, a beautiful woman who he falls in love with. She calls him Fellini in honor of Italian film director Federico Fellini.

The film is set in a restaurant, and the tragicomic events that befall a restaurant owner who is in debt to a mafia boss.
