In 1896, Virginia Bolten, a well known thirty years old anarchist, arrives in Buenos Aires where she meets her friend Matilda, along with other women working in the mill Volpon Genaro, under the harsh conditions of the time.

Manuel travels to the small fishing village where his recently deceased wife, Paula, spent her childhood. There he meets Rosa, the owner of a restaurant; Héctor, whom he entrusts with rebuilding his wife's dilapidated family home; Toto, a colorful and helpful fisherman who was Paula's schoolmate; and Julia, a young architect who lost her daughter shortly after birth, and with her all hope of happiness.

With the imminent arrival of the President of the Nation, the governor of a province devises a plan to remove all vagrants and drunks from the streets.
