Arrested for an unnamed crime, Josef K. is trapped in a surreal bureaucratic maze where justice is unknowable and guilt is assumed.

In exploring sex offenses, particularly against children, this film reveals the inner workings of the Zurich police and INTERPOL as they pursue persons accused of voyeurism, rape, fetishism, sadism, and masochism. After the criminals are arrested and given psychological tests, they may be sentenced to an institution or undergo brain surgery (with their consent) in order to be rehabilitated.

In the midst of World War II, postman Ludwig Fuchs writes a letter to his former school friend Field Marshal Hermann Göring, urging him to work for peace. He is declared mentally incompetent. After the war, he struggles to shake off the stigma of alleged mental illness. Göring is executed. Fuchs forces the court to examine him: he vandalizes the lobby of Post Office 122 in Munich and is rehabilitated (with full salary compensation for lost years).

During World War II, three German soldiers are withdrawn from combat when one of them, Stroszek, is wounded. They are assigned to a small coastal community on the Greek island of Kos while Stroszek recuperates. The men become increasingly stir crazy in their uneventful new assignment. Having fathered an illegitimate child with his lover, Marie, feckless soldier Franz Woyzeck takes odd jobs around his small town to provide some extra money for them. One job is volunteering for experiments conducted by a local doctor, who puts Woyzeck on a diet of peas. This serves to drive him close to madness, and the discovery that Marie is involved in an affair with the local drum major exacerbates the situation. Pushed too far, Woyzeck resorts to violence.

In 1959, in a small German village, the annual fair is set up. When a carousel is fixed firmly in the ground, a fair worker discovers a skeleton, a steel helmet, and a machine gun. After the end of Word War II, a lone and elusive skier from the German Mountain Troops continues to kill British Occupation Forces personnel, prompting a joint British-German manhunt operation to capture him.

The plot centers around old Beethoven's fixation on the welfare of his nephew, for whom he fought a lengthy custody battle against his brother's former wife. Beethoven thought she was a bad influence on the boy. Sadly, the nephew isn't receptive to Beethoven's "overtures", and resents his boorish uncle's efforts on his behalf. The nephew is a complete nonentity, lacking in both interest and talent. He seems to wish only to be left alone.

A young man seeks freedom and eventually gets conformed. To escape society, he wanders south. After some adventures he returns to his lover, where he expects a civil career.

Jack Radford and his wife Sarah no longer love each other, but money keeps their marriage together. Jack runs the Donnington real estate agency, which Sarah and her brother Edward inherited from their father. Edward, a failed concert pianist, has not been involved in the business for years, but now a real estate scandal threatens to ruin the family business. An apartment building in Spain has collapsed due to structural defects, killing several people in the rubble. The company was heavily involved in the construction and sale. When a dead body is found in the Radfords' pool, Cliff Jordan, nearing the end of his career, gets back to work. At first, all he has is a bloody kitchen knife in his mailbox.

A man is accused of murdering his wife. The state prosecutor assumes he did the deed to spend more time with his lover. But the woman in question says that his wife committed suicide in her presence and that the accused is innocent. Despite the objections of the prosecutor, the accused is set free and is found dead shortly thereafter. The prosecutor decides to pursue the case and comes upon a band of criminals, who sell German state secrets. Shortly before the investigation comes to a close, a woman is murdered. When a witness asserts to have seen him near the woman's dead body, the prosecutor himself ends up in court and must now prove his innocence.
