After defeating France and imprisoning Napoleon on Elba, ending two decades of war, Europe is shocked to find Napoleon has escaped and has caused the French Army to defect from the King back to him. Rome, Italy. After committing a heinous crime, a senior police officer exposes evidence incriminating him because his moral commitment prevents him from circumventing the law and the social order it protects.

A tremendous congestion hits the Rome highway ring. The biggest traffic jam ever seen lasts more than 36 hours. At the beginning the people blocked in their cars react normally. But as more time passes, the more we witness personal dramas, hysteric reactions and other grotesque situations. All the episodes are linked as if in a single plot. Cars and their hosts are a microcosm of stories part of a larger universe: the congestion.

After he cashed from Farnese three hundred millions of lire to deliver to Peseti, Mario lets money be robbed by four pickpockets, which he is naturally in cahoots with and which he will share out it with. Money cannot be used since it comes from a kidnapping and it was marked. The lawyer will be able to make the boss get arrested.

In 1943, during the war, Francesca, widowed, moves with her three daughters to her country house, to get away from the bombing of Bologna. In the villa she finds her childhood friends and her old love Guido, who has not forgotten her. Francesca has a passion for everything that comes from America, like music and cinema. She even tells her daughters that her husband who died in the war would actually leave for the USA, where he would live.

In a straightforward yet unexceptional rendering of the life and loves of Alberto (Ben Gazzara), a writer/director approaching the hill though not yet over it, director Alberto Bevilacqua has used his own experiences to fashion a conventional tale about a search for the "perfect woman." His mettlesome neighbor Luisa (Lina Sastri) just will not leave him alone; she was the reason why he ended his marriage to Maura (Claudia Cardinale), but Alberto considers their affair dead and buried. Recently, an anonymous "dream woman" has been calling him for some seductive phone exchanges. As he searches out the identity of the mystery caller he is also distracted by Luisa who starts to insinuate herself back into his affections. Sooner or later, Alberto will just have to decide how to handle his love life, which in the end may only be mesmerizing to himself alone.

The second involves an elderly man courting a young adult film star. The third, a thief seduces a man's wife. The fourth involves an Italian immigrant in Germany who is fired and subsequently offered work as a porn actor. Finally the last segment involves a baron who convinces his wife into a swinging.
