Darryl is a childlike man with a genius for inventing various gadgets out of junk. When he stumbles on a method to make his clothes bulletproof, he decides to use his skills to be the lowest budgeted superhero of all.

Officer Alex Kearney patrols an upscale neighborhood in Philadelphia, where he pulls over a well-connected white collar executive who promises to get even with the policeman. Soon, Kearney learns that he is off the cushy suburban beat and must now work in the deadliest precinct in Philly, where he is partnered with tough veteran cop Dennis Curran. Tensions are high between them, but Kearney soon proves he can play just as rough as the crooks.

When Fred Krueger is set free on a technicality, the parents of the children he murdered take matters into their own hands, while a high school track star haunted by her mother’s untimely death receives her mother’s amulet that unlocks her ambitions and unleashes vengeance on those who cause her pain.

Frank Coleman is a Vietnam veteran dying from cancer brought on by exposure to the defoliant chemical Agent Orange which he turns to Maude DeVictor, a Veterans Administration benefits counselor who teams up with Coleman to fight a lopsided batted against the bureaucratic system for its cover up of the possible dangers of Agent Orange.

Freddy Krueger has slain many children and teenagers, and is currently on the loose, but after a police officer catches Freddy trying to kill his daughters, Freddy is arrested. During the trial, the judge unfortunately discovers Freddy was never read his rights, so the judge must let him go, but it does not end there.
