In the tiny Latin American country of Altamura, American architect, sculptor, and adventurer Larry Donovan is executing a magnificent palace for the vain, diminutive Governor Romero, who is angered by Larry's lack of respect. Dick Bannister is the new field boss of the Ford Logging Company, a Canadian logging-crew during a time when conflicts with the powerful Consolidated Lumber Company, a bitter rival company, have turned bloody, like a private war. His boss, Miss Edith Ford, comes to inspect the lumberjack camp, bringing her doctor fiancé with her. Dick is attacked by his rivals and left for dead. His loss of blood is so great that he needs a transfusion, but no human will volunteer, so the surgeon uses a wolf as a source of the blood. Philip de Mornay, a courtier in the French royal court of the 18th century, falls in love with Daphne La Tour, the daughter of a nobleman. Knowing that her family would never approve of their marriage, he takes her and hides her in a brothel, but is soon captured by pirates. Soldiers looking for women to bring with them to a settlement across the ocean in Louisiana raid the brothel and take the girls, including Daphne. Later on the trip to the new world their ship is attacked by pirates--and she discovers that her lover Philip is on board the pirate ship.

In San Francisco, California, Rosa Moreland of the Secret Service is unable to obtain evidence against suspected opium smuggler George Sala. She then advises Detective Flint of her plan to develop a relationship with John King, an impoverished, disabled ex-soldier who Rosa met in George's office. After claiming to have lost her home in a fire, Rosa is invited to stay in John's modest flat. He receives money from a mysterious source, enabling them to afford a more expensive apartment, and they soon fall in love. Although Rosa secretly witnesses John receiving a package from George, she tells the skeptical Flint that her lover is above suspicion. John agrees to end his association with George if Rosa will marry him, and, realizing that a wife cannot legally testify against her husband, she agrees.

A young man in love with a cabaret dancer is refused money by his father. He joins the dancer and her accomplices to rob his father's bank. The robbers are discovered and killed, except for one. The situation resolves, with the characters' lives sorting out.
