The Shimazu Clan of South Osaka, a longstanding yakuza group, built its foundation in the port cargo handling industry and maintained its independence as a traditional gambling syndicate. Tetsuo Sakuragi (Yasukaze Motomiya) formed a brotherly bond with Kenichi Kanamori (Yoshiyuki Yamaguchi) while in prison and, upon release, began serving as an executive for the Shimazu Clan. However, after two police raids disrupted their gambling operations, Sakuragi interrogates a regular customer, Hirata, and uncovers that it was orchestrated by the Koga Family. Sakuragi and Kanamori confront Tatsumi (Takashi Shigematsu) at his office, who had been manipulating Hirata, but Kanamori is shot by a Koga Family member.
