In the waning days of the Ming dynasty, Japanese marauders raid villages on the Chinese coast. A wandering swordsman single-handedly dispatches a group of the foreign thugs, and agrees to help defend the town. He assembles a core team of highly skilled warriors, and together they train the townsfolk to stand up to the foreign pirates, using strategy and skill. When the army launches an all-out assault on the town, a ferocious battle rages, leading to final conflict on the Beach of the War Gods.

The Taiwanese people have signed a petition to have the Japanese establish a Taiwan council, but instead this merely provokes the Japanese police to hunt down and round up everyone who signed the petition.

In early Republic of China when Taiwan was still under Japanese occupation, people were oppressed, and their condition was miserable. A Kung Fu coach from China was invited to Taiwan. His name was Wan Chin-san. Mr. Wan established a Kung Fu School in a small village and refused any Japanese to be his student. For this reason, he was assassinated. When his son, Wan Ming-Chieh, heard the terrible news, he came to Taiwan in search of his father.
