Paraguay, 1958. The charismatic Narciso returns from Buenos Aires with rock ’n’ roll in his veins. Under the suffocating military regime, his radio show becomes a music sensation and a symbol of freedom.

The revolution is over, but outlaws in the arid Chaco still harass the poor. An old woman reluctantly welcomes a lone gaucho.

Humberto Brause takes advantage of Uruguay’s poor economy by specializing in offshore money laundering. Spanning the fifties to the seventies, the film follows Humberto as he gets increasingly in over his head with multiple shady book-cooking schemes throughout South America, leading to an ultimate life-or-death decision.

The plot deals with the developments in an old decadent village after a stranger arrives at the old train station, an event in itself. This stranger is a Brazilian musician who carries and plays his "oboe". The music from the oboe, the musician's instrument, will change the lives of everyone involved, and that small village itself will forever be changed by the sound of the oboe.
