On Christmas Eve, a TV broadcasting station receives a phone call. The caller warns "I have set up a bomb at Ebisu in Tokyo." A contract worker for the TV broadcasting station and a housewife are accused by the Ebisu police as being the culprits. During this chaotic situation, a mysterious man silently watches as everything unfolds. A video clip is then uploaded to an online video website. The video contains a demand to talk with the Prime Minister during a live broadcast or a bomb will be detonated at 6 pm in Shibuya, Tokyo. Who is behind the bombings and who will stop them?

At an event hall in Roppongi Hills, there is a charity event for landmine eradication. Kaoru does security with Security Police officers Soichiro Ogata, Eri Sasamoto, Takahumi Yamamoto and Mitsuo Ishida. Kaoru Inoue senses a threatening existence and starts to suffer a severe headache and becomes dizzy. When Kaoru was young, his parents were killed by terrorists and that incident has had an traumatic effect on Kaoru since.

Following the showdown with his arch nemesis Ando, Detective Ango Ishikawa takes on a new case with his uncanny ability to communicate with the dead.

Kurumi is hired at a high-end hotel, but is instead dispatched to work at fun fair that is connected to the business network. The new work is out in the country and there is not much else to do or places to go. The go-to employee is one Yoshiko. Kurumi wants to be successful and valued and is eager to learn from Yoshiko. This work is a spin-off drama from the film " Negotiator: Mashita Masayoshi ," which was released in May 2005 as a spin- off project "Dancing Legend Movie" of the drama " Bayside Shakedown," which was broadcast on Fuji TV in 1997. The story revolves around Inspector Kijima Joichiro, played by Terajima Susumu , who appeared in "Negotiator: Mashita Masayoshi" as the field commander of the special crime investigation unit chasing the suspect on the ground. In the story's chronology, this work takes place before "Negotiator: Mashita Masayoshi," and the final scene of "Fugitive: Kijima Joichiro" leads directly into the opening scene of "Negotiator: Mashita Masayoshi."
