Chiba Sōsaku, whose childhood name was Otome, was raised by his father Yukiuemon, the successor of the Hokushin Ittō-ryū style, and his wet nurse in Rikuzen Onikobe, where he early on earned the nickname "Little Tengu of Chiba." One day, Otome heard a rumor that Arao Miyauchi, who once was an internal student at the Chiba family but now ran his own dojo in Onikobe, was spreading false rumors out of resentment for not inheriting the Chiba house—a situation that led to his mother's suicide and his father's abandonment of the sword to become a doctor. Enraged, Otome stormed into the Arao dojo only to be captured and publicly humiliated at Onikobe Pass. However, in his heart, Miyauchi hoped to marry his daughter Nanae to Otome and have him inherit the Chiba family.

Kamezo, a manzai comedian, had been taking a break from performing while his partner Tsuruko was giving birth, but Tsuruko announced that she was retiring from the stage. That child was, in fact, the son of Takashi Yashiro, a politician with a promising future. Believing that a relationship between a politician and a female manzai comedian would bring unhappiness to Yashiro and his wife, Tsuruko changed her address and was even preparing to leave the stage. Tsuruko’s alcoholic father, having caught wind of this, snatched the child, Yoko, and squandered the small sum of money he had received from Yashiro on drinking.

One night in Edo, a mysterious woman in a palanquin appeared at the moneylender Yamashiroya, revealing herself to a beautiful woman. She told the owner, Shigebē, that she had come to collect a life he owed from twenty years ago and then left. The same night, Maruiya Genbē also received a visit from the woman's palanquin, and nearby, a man named Manbē was murdered. The detective Hayanawa Gohē concluded the murder was the work of a fox spirit, but another detective, Den Shichi, skeptical of this theory, noticed footprints on the tatami and decided to investigate further.
