Toru Tachibana is a police officer who works as a guard at a detention center. He and his colleague Nakano, who lives in a shared room in a bachelor dormitory, are a good pair, joking around with each other. One day, Toru gets his dream job as a detective. He becomes involved in the investigation of a serial theft case, and in the process meets Emiko, who seems to be one of the victims of the theft. Toru develops a personal interest in Emiko, and begins to stalk her.

Koji and Tatsuya, both from the Nerima Juvenile Classification Home, make money by committing bank transfer fraud. However, their lives are put in danger when the boss of a larger organization takes out an insurance policy on them. The duo flee to Tatsuya's hometown of Nagasaki, but there, they also get caught up in trouble with the local yakuza.

The ever-lively and upbeat Natsuko tries to mend a broken heart by carrying on with a string of short-lived affairs after her break-up with Tomomi. But when Tomomi announces her plans to marry - a man - Natsuko becomes inconsolable.

The city becomes depressed as people are afraid of the attacks and those who try to bring justice. Nami's life grows gloomy along with her symptoms of PTSD, despite falling for Tsukishima. Then she discovers his past. Shintaro becomes emotional with revenge and begins to derail from his police work. The killer is on the loose again.
