During the civil war, the counterintelligence agencies of the Chinese People's Liberation Army fought against Kuomintang spies and saboteurs. Battles are already taking place in the suburbs of the city. Zhang Go-zhong, head of Kuomintang intelligence, following orders from his command, leaves a large group of saboteurs in the city. He hands over the lists of this sabotage group to the remaining resident, the major merchant Cui Xizheng. The PLA enters the city and establishes people's power. But the hidden enemy immediately begins to act.

A film about the expulsion of the Kuomintang from the coastal islands of the People's Republic of China. In the early 1950s, with the aim of liberating Woyushang Island, the naval base headquarters sent the Third Artillery Squadron, commanded by Longjiang Li, to reconnoiter the enemy's firepower deployment. With the help of local fishermen, they defeated two enemy reconnaissance groups, demoralizing the enemy. The enemy transport ship left Chinese territorial waters. The political instructor led the artillery squadron to intercept the enemy ship to prevent it from bringing in reinforcements. As a result, the navy and air force launched a coordinated operation and liberated Voyushang Island.

Driver Ko Wah (Lee Ching) refuses to transport ammunitions for the enemy, and is sent to jail after a scuffle with his traitorous boss. Although down and out, Ko takes in Siu-fung (Yung Siu-yi), an unwilling erotic dancer who has fled the war to Hong Kong. They may lead destitute lives, but their conscience remains intact. Director Cai Chusheng co-founded the National Salvation Association of Cinema. When Ko makes a uproar at the dance parlour and rips apart his friend's zombie costume, it represents Cai's criticism on the muddling-along attitude of Hong Kong society at the time. The characters' decision to return to the mainland to join the resistance effort also foretells Cai's decision to do the same in real-life.
