The film is an adaptation of the 1891 operetta Der Vogelhändler by composer Carl Zeller, with libretto by Moritz West and Ludwig Held, though it incorporates few of the original songs, using them mostly instrumentally or in the background. The plot follows Adam, a Tyrolean bird seller in 18th-century Rhineland, who hopes to marry his beloved Christl, a postmaster's daughter; to secure his future, she arranges for him to perform at court, but complications arise when she is mistakenly suspected of an affair with a philandering prince.

When a charming young man arrives to serve as a private secretary for the eccentric Helene Kiepergass a, he quickly becomes entangled in a series of mysterious events in her house. Amidst the arrival of a suspicious "nephew" from Mexico and a house full of peculiar guests, a romance blossoms between the secretary and the lovely companion Mary. He eventually is able to unmask two confidence tricksters amidst the residents.

Because the soulful county doctor in a small spa town in the mountains has interfered with the business of selling "healing waters", he incurs the enmity of the local shopkeepers. And for that reason, his candidacy for the post of District Medical Officer is thwarted.

This film is a fascinating showcase for Emil Janning's theatrical play. He's a gentle school teacher who believes in his boys and is easily fooled about all things, while the other town officials want him dismissed. Curiously it's very hard to see what the film is exactly aiming for. Disaster strikes and the lax prof proves to be too far removed of the real problems of the world, on the other hand his enemies are shown in the most unsympathetic, satirical way denouncing the militaristic, bourgeois ideology of the Kaiserreich.

Mary arrives in Berlin from Canada to visit her nephew Max and meet his twin daughters that she has been amply supporting financially. But Max has cheated: There is only one daughter Inge who has to enact both girls to cover up the mess.

A retired rail official and his wife Amalie purchase a disused railroad wagon to convert it into a villa in the countryside. One day, Amalie discovers 25,000 Marks hidden behind a picture in the rail car. The money was put there by a Dutch couple, who tried to smuggle the money across the border during the train’s last journey. Sorely tempted to keep the money, Amalie turns it over to the authorities. The smugglers, who finally find the rail car after a long search, will be turned over to the cops, too.

After WWII, Berlin lies in ruins. For Gustav, Willi and their friends the rubble provides an adventurous, dangerous playground. Especially for Gustav, it helps pass the time, as he longs for his father's return from a POW camp. One day a stranger arrives, looking helpless and hopeless.

In his will, the eccentric Feinsipp leaves his porter Piesicke his race horse "Amalia", to his driver his car, and to his cook Marie -- as well as to his chambermaid Barbel -- a small pension. All four now try to begin their independent existence together. Amalia is supposed to race in the next show, for Piesicke has already prophesized her victory. With the winnings, they're going to open a beer garden. But the horse ends up losing and is sold. With the money, Piesicke buys another horse and this one wins a bucket load of money in a race. Yet, in spite of this stroke of luck, the friendship among the four of them starts to fall apart from mistrust and jealousy.
