The film explores how societal expectations, school situations (the titular "exam"), and social class differences affect the child's psyche. For fans of history, this glimpse of Munich society in the 1920s will be a much-treasured event. The story revolves around an art-gallery manager who puts on a show featuring the scandalous works of a woman artist who committed suicide. He is unjustly accused of having committed adultery with her, and for some reason the authorities decide to make an example of him. He is imprisoned at about the same time that Hitler and the nascent Nazi party attempt the infamous Beer Hall Putsch, and the gallery manager's girlfriend and a Swiss writer valiantly (and unsuccessfully) attempt to get better justice for him. Nobody in authority, it seems, has the courage to take up the challenge of righting this particular injustice.

The play is set in the time of our Prince Regent Luitpold, who years ago went hunting with the dignitaries of the community of Gombach. When a stately stag ran across their path, His Serene Highness put on his gun but missed the stag. The animal has been allowed to live ever since. To commemorate this hunting trip, the people of Gombach celebrate an annual festival at which the Prince Regent's target is shot. The Prince Regent never misses the chance to shoot in the competition and of course he wins every time. But the truth is that he is a lousy shot and the people of Gombach find it harder and harder not to beat him every year.

Master carpenter Ferdl Schwinghammer is supposed to build the first transportable roller coaster. When he learns that the site manager is his daughter's ex-boyfriend, he accepts the unpopular job as a pretense.
