After receiving a phone call from a woman whose child has contracted polio, government official Masayoshi Sakata decides to do everything he can to eradicate the disease.

A wave of terror is threatening to unseat Shogun Yoshimune. Police stations are erupting into flames, convicts escaping from prison, houses robbed and vandalized, streets teeming with panicked citizens. Is Ijyuin Tanomo, highly-placed official of Owari clan, secretly using deadly ninja to foment riot and rebellion? In 1691 a terrible fire broke out in Denmacho, Yotsuya, burning down the towns around it, up to the shores of Shibaura. A month and a half later, another fire broke out, this time in Komagome, burning down the two gates of Asakusa and Sujikai, and continuing on into the night. As the government Elders consider evidence that these fires were arson, a fire breaks out in Hirakawa-cho, outside of Hanzo Gate. Nishonmaru catches on fire and burns down completely. When this rash of fires even strikes Kyoto, the task of finding who’s behind the arson, and stopping them falls to the Shogun’s uncle, the Elder Lord of Mito. Together with his trusted bodyguards, Kaku and Suke, the trio set of to save Japan from this scourge of evil. Featuring virtually all of their most famous stars, this is the best film in the Toei series about Mito Komon, one of Japan’s most popular historical figures who traveled through the country incognito to check on the people and fight injustice.

Sutematsu and Sukekichi, residents of Benten Nagaya tenement, witness a woman being thrown from a palanquin into a river and are immediately attacked by several samurai. They are saved by a fellow tenant, the ronin Ginzaburo Fujizaki. One of the assailants drops a wooden tag bearing the Onitsuta-bishi (demon ivy diamond) crest. The next morning, the woman’s body is found on the lumber dock. She is Omino, daughter of Omiya, a money exchanger in Nihonbashi.

A kabuki actor is assassinated during a New Year celebration show, in front of everyone, fortunately the great detective Umon is among the audience. Along with his quirky assistant they set on the trail of revenge killing. Revenge for what? Who and where is the killer? And what does a treasure and swastika spider tattoos have to do with the case?

Young lord Saburo Nobuyasu struggles to find comfort in life. His arranged marriage to Tokuhime, daughter of one-time family enemy Oda Nobunaga, provides little happiness. His manipulative mother adds further complications through her constant interference and attempts at defeating the Nobunaga family.

Chikuzen, a ronin named Yoh Daisuke, after pacifying some ruffians at the theater of Onna-Kata Ogino Sawanojiki, formed a bond with the theater's bodyguard, Maruhashi Tadayasu, and Kaku, a priest. He ended up settling at the Kasugaya, the house of Oko, whom he had saved. When Oko decided to go to Edo, where her biological father lived, Daisuke accompanied her. Along the way, at Suruga Abe River, they encountered Sawanojiki's theater group, which had departed from Osaka earlier heading to Edo. A scuffle initiated by Tadayasu over a ferry boat with the students of Yui Masayuki but was amicably resolved through Masayuki's intervention.
