After serving prison time for a juvenile offense, Freddo gathers his old buddies Libano and Dandi and embarks on a crime spree that makes the trio the most powerful gangsters in Rome. Libano loves their new status, and seeks to spread their influence throughout the underworld, while the other two pursue more fleshly desires. Heartbroken, she arrives at an island and kills herself. Nero enjoys being married to Claudia Acte, but soon he gradually goes mad with power and sets fire to Rome.

A corrupt bank employee introduces him to Claudio, apparently an assistant of Sergio, Francesco's old school friend. Sergio is an accountant available to lend Francesco the money he needs. Francesco wins the deal, but soon he discovers that Claudio is not what he says.
