It is the Universal Century, year 0153. The Zanscare Empire, which rules almost all of Side 2, has declared its independence from the old government, the hollow and corrupt Earth Federation. Under the justification of creating a new, space-based order, it has begun an invasion of Earth; and Point Kasarelia, the illegal residence area in Eastern Europe where Üso Ewin and Shahkti Kareen live, is no exception. As they are caught in the fighting between Zanscare and the opposing resistance organization, the League Militaire, fate draws Üso and his friends into the midst of battle.

Kenta, a Pokemon master in the making, meets up with his childhood friend, Marina, at a Pokemon Center, to see how their skills have developed. Their battle is interrupted by a thunderstorm and the arrival of Bashou and Buson, two Rocket-dan members using the Crystal System (which attracts Electric-type Pokemon). Their ultimate goal is to, under the guidance of professor Shiranui, bring Pokemon back to Sakaki. Kenta and Marina stumble upon this plan, and they try to stop it, but things get more difficult when the legendary Pokemon Raikou is captured.

Rapid changes in the new century have brought forth a dangerous power capable of good or evil. Harnessing the psychic abilities of its residents, the government has turned its most gifted citizens into new age guinea pigs, drained of their essence and discarded after serving their purpose. One psychic, Keith Evans, escapes their clutches and with the aid of his new friend Burn Griffith, embarks on a futuristic odyssey which pushes their camaraderie and strength to the limit!
