Luis Alberto Spinetta was an Argentine singer, guitarist, composer and poet. One of the most influential rock musicians of South America, together with Charly García he is considered the father of Argentine rock.

The promotional cut was Preso Ventanilla, from which a video clip came out. The album was chosen on best of the year in a survey carried out by the website Rock.com.ar and won the Gardel De Oro award for best rock album in 2009. He also obtained a Latin Grammy nomination in the category "Best Vocal Rock Album" that finally Draco Rosa ended up winning."

The DVD contains footage from the artist's concert at the José Amalfitani Stadium on Friday, October 23, 2009 (a concert that was considered by many to be García's "return" to the Argentine stage after a long rehabilitation from drug addiction). The title refers to a phrase that the musician himself said during the concert "This is the first underwater concert in the world" because the show took place during torrential rain.

The story develops into a lonely town in the middle of the desert, where the only person awake, a man in a suit, is always trying to start a car, but he never can. One day, after walking throught the desert for a long time, a woman and a kid end up in this town. The man in a suit offers them to stay the night. The days go by, and they almost don't trade any words between them. The town is always empty, but functioning. They just pass the nights and days inside, dancing without music, playing videogames or walking on the street, under the neon lights of empty shops, making calls without any answer.. The title (Ballad for a Kaiser Carabela) refers to the first family car manufactured in series in Argentina.
