With a certain degree of audacity, Girardi from Graz manages to gain a foothold at the Strampfertheater, a well-attended traditional theater in Vienna. However, his engagement as a new comedian leads to fierce competition with the theater's established star, Felix Schweighofer. Girardi's plans to entertain the audience at a high level are ultimately crowned with success, even though he is long underrated. He is hired by the Theater an der Wien, where, during rehearsals for a new operetta, he even persuades the strict Johann Strauss to compose an additional waltz for him. Girardi distills his special brand of comedy from events beyond the stage, from his own experiences. Confidently, the actor rises to become a favorite with the audience, against all odds. The town leaders of an Austrian mountain village conspire to attract tourists by touting a mythical "fountain of love" that runs nearby the village. When the minister of tourism discovers this, she immediately sends her agents to check out the veracity of the potentially scandalous water. After the village mayor declares a 3-day ban on sexual activity, he then plugs up the fountain. When the agents come, they find nothing. One of the agents wants to have his boss come and check it out personally, but changes his mind after he drinks some of the water. It really is an aphrodisiac! Soon tourists are arriving by the hundreds to sample the mysterious water. Unfortunately, the minister finds out and claims the water for the state.

It is the year 2000 and the World Global Union is in charge, although other countries are allowed to elect their own government leaders, as long as they support the Union. When Austria's newly-elected president, played by Josef Meinrad, makes his inauguration speech he declares Austria independence and issues an edict ending Austria's financial support for the Global Union.
