Who Pays? was a series of twelve three-reel dramas, released between March and July 1915. Henry King and Ruth Roland starred in each episode, playing different roles each time, with a variety of supporting players who varied from one episode to another. Each episode told a complete and individual story, but they were all inter-related by a uniform theme. Although there were no cliff-hanger endings, each episode did, in fact, end with a challenge to the audience: Who was responsible for the misfortune of the principal characters? The titles of the twelve episodes were: #1: The Price of Fame; #2: The Pursuit of Pleasure; #3: When Justice Sleeps; #4: The Love Liar; #5: Unto Herself Alone; #6: Houses of Glass; #7: Blue Blood and Yellow; #8: Today and Tomorrow; #9: For the Commonwealth; #10: Pomp of Earth; #11: The Fruit of Folly; #12: Toil and Tyranny.

Harriet Field, living the Bohemian life in Greenwich Village, is tricked into a mock marriage with the unscrupulous Royal Blondin. She leaves him, taking a job as companion to the wealthy Nina Carter. Blondin reappears during a masquerade ball thrown by the Carters, makes advances to Nina but Harriet intervenes, bringing threats from Blondin to expose her past. When Nina’s faithless mother is killed in a car crash as she elopes with another man Richard Carter persuades Harriet to marry him for the sake of the children. She reveals all to her husband and Richard offers Blondin a hefty sum of money to stay out of Nina's life.

A thousand dollar prize is offered to the winner of a dog race, and Jan Ducet would have used the money to doctor up his little child's bad leg if he had won. But he lost; and the winner, Otto Franke, runs away with Jan's wife. A priest takes care of the little girl while Jan gives chase and finds the regretful woman in the snow. A fight follows and Jan hurls Otto from a high cliff and returns home with his wife.

A young man just released from prison can't find work because no employer will hire an ex-convict. Broke and hungry, he steals money off of a painter. The painter, however, takes pity on him and decides to help him get his life back together.

After defending a mine in Mexico against outlaws Hugh Kenyon is discharged by his employer, who has been convinced by another that Hugh is dishonest. Unable to find work Hugh in desperation goes to the home of his former boss forcing his way at gunpoint. Confronted the mine owner realizes Hugh’s innate honesty discharging the man who falsely accused Hugh who gets his job back.

A man fights for this life in the Canadian Northwest.

A young man impersonates his best friend, and in doing so upsets the decorum at a stuffy family gathering and falls in love. The arrival of a gang of hoodlums further disrupts the formalities, but our hero thwarts them and saves the day.

She becomes a night club favorite and is courted by John Hurd, who is the man who ruined her sister. Dr. Phil Ordway is in love with her, but she refuses his offer of marriage. When she discovers the identity of John as her sister's betrayer, she takes a gun and goes to the cabaret to shoot him, but he dies by another's hand. She then agrees and weds Dr. Ordway.

The owner of a resort hotel promotes Tom Gwynne, a college boy working as a waiter, to manager. As a result of his mismanagement, the hotel loses several thousand dollars. Tom inherits a million and buys the hotel to continue his experimental management, which is to give the employees time and opportunity for self-expression--to do what they like best to do.

Alice (Florence Vidor) is not satisfied with her family's financial situation and tries to convince others that she comes from a wealthy family. In the end she discovers that she is only fooling herself and decides to go to work to help her father's failing business.

A priest hears a murderer's confession but can't reveal the truth, even though his brother is being tried for the crime.

Parolee Bart Tullison becomes foreman of Anita Stillwell's ranch near the Nevada border. While Anita considers Bart a coward because he will not pursue cattle rustlers across the border, Jefferson Bradshaw learns of Bart's past and resolves to use it to end the growing affection between Anita and Bart.

Peter Stalton, retiring as a bank cashier, is anxious that his nephew Richard Twing should succeed him. The directors, however, appoint Arthur Barnes, engaged to Helen Wilbur, the president's daughter. Being highly superstitious, Helen makes Arthur promise to cross back under a ladder under which he has walked earlier in the day. In doing so, he is accused of robbing a house and is pursued by the police. Passing the bank in which he works, he sees two robbers making a getaway just as the president and Helen arrive. Arthur pursues the bandits in their car, accompanied by Helen. They are arrested and accused of robbing Stalton's house and the bank, but Arthur is cleared by Sam, the Negro janitor, who exposes Richard Twing as the culprit. Arthur is freed and is happily reunited with his fiancée.

Sergeant Bob Steele (Bob Custer), of the Texas Rangers, is assigned to put an end to the lawlessness of a gang of outlaws led by a mysterious man known as 'The Black Hawk.' Hoping to infiltrate the gang, he poses as an outlaw named "Lightning" Brady.

A young man in financial difficulties persuades his wife to help him blackmail a supposedly wealthy man.

Amarilly comes from a large family in a working-class neighborhood. She is happy with her family and her boyfriend Terry, a bartender in a cafe. But one day she meets Gordon, a sculptor who comes from a rich family, and she begins to be drawn into the world of the upper class.

Jack Melford, the prize hurdler at a small college, wins a big race and learns immediately afterward that his father is near death. He returns home to find his father dead and himself penniless, his father having left everything to Dr. Dehli, the foreign specialist who treated him. Jack later discovers that the same Dr. Dehli is caring for Julia Cunningham, the aunt of his orphaned sweetheart, Rae Davis. Jack eventually exposes the doctor as a charlatan, revealing Dehli's plans to hypnotize Rae's aunt and force her to disinherit the girl. Jack also rounds up the crooks who worked with Dehli, winning for himself the love of Rae and the gratitude of her aunt.

A mother is waiting for her boy, not knowing that he is dead. An escaped convict falls exhausted at her door, and she gives him food and drink while the story is told, in flashback, of how he committed his crime. An unfaithful wife, a bar room, a dude and self-defense; these were the elements that made him a convict. The mother learns that it was her boy that he killed. Although the mother helps him to escape, the prison officials capture him.

Reggie Dillingham, a spendthrift socialite, is challenged by his lawyer to support himself for six months; Reggie finds a job as a newspaper editor to keep quiet about a compromising photo of a powerful politician, but soon discovers his boss is involved in bootlegging and uses the newspaper to expose him, despite threats, with the help of his loyal staff, leading to the boss's arrest and Reggie's financial windfall.

Neil Allison is tricked into assaying some false samples from a young crook's mine. When Neil sees that he has been duped, a quarrel ensues, and Jim Starke, the youth, is stabbed by an unknown assassin. Neil runs away thinking he has committed murder and becomes the unwitting partner of the victim's father.
