Having been appointed Second Generation Yamasaki-gumi Wakagashira, Himuro (Yasukaze Motomiya) expanded his influence across Gifu and Shiga, making his name known even in political and business circles. However, this led to lingering tensions with the Hiroshima-based gangster group Genseikai. Under the orders of Kyokai Kaichō Kudo (Hakuryu), Himuro and Tamura (Yoshiyuki Yamaguchi) intervened in the succession dispute of Nagoya’s largest organization, the Shigemitsu-ikka. The conflict with Genseikai brought Himuro significant losses. Although the situation was calmed with the help of Akimoto (Sho Aikawa) and others, the power balance in Kansai was profoundly shaken.

During their stay, a hitman strikes—Kenta is shot while shielding Himuro and is left in a critical, unconscious condition. Meanwhile in Kanto, Takishima (Masahiko Tsugawa), chairman of the Marugami Alliance, retires, and executive director Mita (Shun Sugata) becomes the second chairman. However, Tsurumi (Mikio Osawa), head of the Tsurumi-gumi, strongly opposes the decision—only to find himself targeted by would-be assassins as well.

Seeking revenge, Kawatani (Hitoshi Ozawa) takes the lead in preparing Kyowakai for a full-scale war against the West Japan Mutsumikai, mobilizing the entire organization. However, Kudo intervenes and orders a withdrawal from Fukui.
