Zatoichi is a blind massage therapist and swordsman who finds out that something troubling is taking place on the outskirts of town. After discovering who the guilty parties are -- an accomplished Chinese martial artist named Wang Kang and his youthful attendant -- Zatoichi finds them and discovers that the pair's mixed up with a dangerous bunch of terrorist samurai who murdered the boy's parents. Now, Zatoichi must step in to save the day.

The Americans are swiftly closing on Okinawa, an island just south of the Japanese mainland. The Imperial command sends top generals and several army divisions to defend it at all costs. The mission quickly degenerates as vital resources and troops are diverted to other islands. After a civilian evacuation ends in tragedy most of non-combatants are forced to remain on the island. Many convert to soldier status. Tokyo sends mixed messages that squander time and resources, as when they order the defenders to build an airstrip for aircraft that never come. When the Americans land many troops are deployed in the wrong places. As the slaughter mounts, a suicidal attitude takes hold. Okinawa becomes a death trap, for civilian volunteers and non-combatants as well.

After World War II life in Japan was hard. There was lawlessness, rapine, never enough food or money. One girl, raped by three men, called out the name of Kentaro before she died and this was something that people in this small section of downtown Tokyo remembered. Life went on, however, and local boss Hiramatsu Daizo decided to build a market, aided by his daughter Aya. They met opposition until one day a young man named Kentaro appears who it is rumored he was the vengeful lover of the murdered girl. He lives with Sabu and Yukari, the children the girl looked after before she died, and helps with the market, coming to the rescue with a bulldozer when Daizo is threatened by a rival group. When Daizo is finally killed, Kentaro carries on the work. Finally the market is completed, the rival group makes a last stand but is machine-gunned down by Kentaro who, after saying that he was not the one whose name the dying girl called out, leaves town for good.

He seeks Otsu's forgiveness and accepts her love, then sets off across the water to Ganryu Island for his final contest.

A narcotics investigator for the harbor police, Eiichi Tsuda, is driven by thoughts of vengeance for the overdose death of his brother and the subsequent decline and death of their mother. Established in the cause of justice, and to prevent future aggressive wars the trials drag on for two and a half years. And on December 23, 1948, General Tojo and six other war leaders mount the thirteen steps to the gallows at Tokyo's Sugamo prison.
